Surveying an unfinished level on a local mid-rise apartment building. Lower 3 floors are inhabited.
"Unfinished" commercial buildings. Common practice is to design for 6 levels, build 2 levels, then finish the other 4 when funds become available. Said funds are often provided by a bank, in exchange for more favorable rental terms.. 
Samples of rural and urban early/mid 20th-century Ecuadorian vernacular, usually variants of a center-pitched roof with load-bearing walls and vertical single-pane windows with wooden mullions. Often modified with anti-vandalism ornamental window bars, or political colors for the resident's preferred party. 

Documentation on these is extremely scarce, as original records are usually lost to administrative mismanagement, and modifications can be made without city approval.
