WASH Project (Fecal Sludge Management)

Purpose: To develop an output/ campaign for urban households to create a felt need for periodic desludging
of their septic tank.


Background:
The Swachh Bharat Mission (SBM) or the Clean India Mission has brought a renewed sense of urgency and political focus to the sanitation dilemma in India. SBM started in 2014 as one of the biggest drives to accelerate efforts towards eliminating open defecation, achieving universal sanitation coverage and improving cleanliness by October 2, 2019. While many cities are being declared open defecation free (ODF) meeting the target ahead of time, with an increasing population and rural-urban migration, challenges across the sanitation value chain remain manifold. With the success of the SBM, there is now a dramatic shift from treating sanitation as an infrastructural issue to a behavioural issue regarding safe containment, collection, transportation and treatment of faecal sludge.

In India, about 70% of urban households have on-site sanitation (OSS) systems (septic tanks and pits). India has only six functioning faecal sludge treatment plants (FSTPs) for its 8,000 cities and towns, of which only 200 have underground sewerage systems.
While the supply of faecal sludge management (FSM) services is underway across the nation, there is an increasing push to create a corresponding demand for the services. But FSM is a complex subject that populations are yet to understand and acknowledge. With lack of awareness, lack in motivation to seek and pay for FSM services, the primary barrier to effective management of faecal sludge is that households do not prioritise faecal sludge management. It is absent from their mindset completely.
