This message was written as an olive branch to family members with whom there was/is a wide political chasm, and disagreement on three Supreme Court Justices foisted upon us in the last four years.  The olive branch unheeded withered away. Jabot meant to be evocative of lace neckwear if not RGB's dissent collar.
Making the jabot: with FILL turned off and STROKE enabled white and 2 or 3 points used the CURVATURE TOOL setting two anchor points of sufficient length.  Then using the smart guides to identify the center of the line pulled the line into a crescent shape.  Direct selected the resulting tool and REPEAT MIRROR.  After Grouping the two arc segments and making sure adjacent anchor points are aligned together, JOIN both arcs.  Then having preset options, OBJECT REPEAT RADIAL.  On the inner circle drag the semi-circle point indicated by the red arrows to sector the radial pattern.  The inner circular point {blue arrow} can be dragged to adjust the size of or rotate the overall remaining pattern.  On the outer box the circle enclosing adjustments {green arrow} can be dragged along the vertex to increase or decrease the instances in the remaining pattern. 
Ai Experiment
Object was to create a Greek Circular Border from an initial sector shaped vector object and then using the Repeat Radial tool to create the desired result.
Used concentric circles to define inner and outer perimeters of the sector.
Pen tools created smaller portions which were color filled in common.
The several objects were then united together to form the one final sector.
Through experimentation the final outcome was derived when centering the sector.  First was with the number of instances at 11 in the radial options window.  The fourth was the resultant radial pattern.  The fifth showed that not only centering, but rotating the sector to get all the elements to align as in the final sixth image above.
Ai Experiment - To create elliptical border Repeat Radial Tool not suitable.  Circular pattern can be manipulated by other means acting on X and or y axis.
