Established in 1912, the Better Business Bureau operates as a nonprofit organization with the goal of instilling trust within the marketplace. Additionally, the group works as an intermediary in resolving issues consumers have encountered with businesses.

If a consumer experiences a problem with a particular business, that individual has the option of seeking help from the Better Business Bureau. When they visit the business listing for the company in question, the consumer clicks a button to "file a complaint" and report the issue they experienced. Businesses accredited by the bureau need to respond within 14 days with a solution that the consumer finds satisfactory in order to retain its good standing. Other businesses have the option to respond but are not held to a time limit.

If the issue cannot be resolved with messages through the bureau's website, the Better Business Bureau suggests options for further arbitration. Reported issues eventually acquire a designation from the bureau, marking the report as answered, unanswered, resolved, unresolved, or, occasionally, unpursuable if the group is unable to track down the business.
